end with a special project or report but needs to be an integral part
of the overall work place culture. The Emtel compliance plan is an ongoing
process that is modified on a regular basis. In all likelihood, every
practice will have some deficiencies both in its business practices
and its compliance program. Emtel finds it most important to have systems
in place to find such deficiencies, making a good faith effort to correct
them and monitor the corrective actions. We conduct and annual external
compliance review to guard against internal failures and help validate
